If you want to provide dog walking services on Council land, you must get approval from us, the Council.


Please complete this form to apply for a dog walking permit.
You will need to provide:

  • Third party liability insurance with a minimum value of £5million valid for 12 months
  • Business licence with us under the Animal Welfare Act for dog boarding and day care, if applicable.
  • Qualifications (dog related)
  • Full names and pictures of your dog walkers.
  • A risk assessment including health and safety.
If your business is licenced with us under the Animal Welfare Act for dog boarding and dog day care, you will not be charged for a dog walking permit. Please only complete your name and contact details below and attach any documentation showing your Animal Welfare Act Licence details.

Permit terms and conditions

Professional practice

  • All permit holders must sign and comply with the Council’s professional dog walkers code of conduct and act accordingly.
  • The maximum number of dogs a walker can walk at any time is six.
  • All dog permit holders must visibly wear their permit armbands when working on Council owned land.
  • If your organisation has more than one employee, you must purchase additional permits for all employees with dog walking responsibilities.
  • All permit holders must run a responsible business and consent to the Council including their business name and contact details on the Council’s website.

Designated walking routes

The dog walking permits grants professional dog walkers permission to provide professional dog walking services on Council owned parks and open spaces. For a list of Council owned land, visit Council’s website: click here for our list of parks and open spaces).

Please provide a list of the parks / open space(s) you are most likely to use.

Insurance

Third party liability insurance cover, with a minimum value of £5 million valid for 12 months, is required for use of any Council outdoor facility. Please read our terms and conditions and parks charging policy.


Risk assessment

A full health and safety risk assessment is required.


Training and qualifications:

All professional dog walkers must provide copies of:

  • Certificate in first aid for dogs.
  • Experience of working with dogs in a professional capacity.

Staff turnover

  • Sole Trader: A permit is issued on the condition you are the sole employee of your business. The permit is non-transferrable to other dog walkers not trading under your business name. If the company stops trading or you leave the company named in this application, your permit will be immediately terminated.
  • Dog walking or dog care company: If your organisation has more than one employee, you must purchase additional permits for all employees with dog walking responsibilities. The names and photo ID of all employees with dog walking responsibilities should be included in your application. Your permit is not transferrable to dog walkers who are not named in your application.

    If an employee leaves your company, you must notify the Council with the name and photo ID of the person.

Using your permit

Once your application has been approved, you will be registered in our database and receive a licence to display at your place of business and an armband for your mobile permit.


Professional dog walkers must wear their mobile permit armbands when working on Council owned parks or open spaces.


The Council reserves the right to revoke permits if permit holders are found to be non-compliant with the professional dog walkers code of conduct
