Description

A ‘location plan’ that shows the application site in relation to the surrounding area.

Any plans or drawings must be drawn to an identified scale, and in the case of plans, must show the direction of north.

A location plan should be based on an up-to-date map. The scale should typically be 1:1250 or 1:2500, but wherever possible the plan should be scaled to fit onto A4 or A3 size paper. A location plan should identify sufficient roads and/or buildings on land adjoining the application site to ensure that the exact location of the application site is clear.

The application site should be edged clearly with a red line on the location plan. It should include all land necessary to carry out the proposed development (e.g. land required for access to the site from a public highway, visibility splays, landscaping, car parking and open areas around buildings). A blue line should be drawn around any other land owned by the applicant, close to or adjoining the application site.

All biodiversity/ ecology survey and assessment should conform to best practice guidelines outlined by the Chartered Institute of Ecology and Environmental Management (CIEEM) and British Standard BS 42020:2013, and any deviations from such guidelines made clear and justified. 

Where a preliminary ecological report recommends further (phase 2) survey or assessment, these must have been completed in full and an accompanying assessment report provided, or justification provided as to why these have not been undertaken.
 
Surveys and assessments should be completed by qualified professionals who are recognised as a member of an appropriate professional body, such as CIEEM, and holding the appropriate level of experience, survey licences (where applicable), and competence for work undertaken. 

Planning applications should be accompanied by appropriate species-specific biodiversity enhancements appropriate to the site, such as integrated nesting and roosting features on proposed buildings.

A surface water drainage assessment should be included within the FRA or as a stand-alone document. The report should demonstrate that surface water will be managed sustainably and in accordance with the requirements of the NPPF and Non-Statutory Technical Standards for Sustainable Drainage. As per the NPPF Major developments should incorporate sustainable drainage systems unless there is clear evidence that this would be inappropriate.

All applications should as a minimum, include statement which details how surface water will be controlled on site. This should demonstrate that the drainage hierarchy has been considered for the management of surface water and evidence that the proposals will not increase surface water flood risk.
